Despite opposition from the American Kennel Club (AKC), the Massachusetts Federation of Dog Clubs (MassFed), and the Congressional Sportsmen Foundation (CSF), and an ongoing global health pandemic, two identical Massachusetts bills have again been granted extended time for legislative committee consideration – until May 8, 2020.

Following an agreement between IFEMA and the Real Sociedad Canina de España, RSCE, later approved by the Fédération Cynologique Internationale, FCI, and the support of the main sponsor ARION, it was decided to postpone the FCI World Dog Show 2020, initially scheduled to take place from 23rd until 26th April, 2020 (first postponed to 9-12th July, 2020) to 17th-20th December, 2020 (Thursday to Sunday). The FCI World Dog Show will take place in the Feria of Madrid.

Percy was one of those handlers, as in the case of the Forsyths and numerous other leading handlers of that period, who was approved to judge Specialty Shows due to being a licensed handler. He did all-breeds under this ruling at various Specialties between 1937 and 1950, so he knew that he would enjoy a judging career prior to retiring from his importing and handling business, which had been so enormously successful, even before the time came to make a definite decision involving this change of activity.
